Blackfield Flower Club Constitution 2010

NAME: The name of the Club shall be Blackfield Flower Club

AFFILIATION: The Club shall be affiliated to the Wessex and Jersey Area of the National Association of Flower Arrangement Societies.

AREA: The activities of the Club shall cover the immediate area of the Club and the other Clubs in the Wessex and Jersey Area of NAFAS.

MEMBERSHIP: Membership shall be open to any interested party, who is prepared to pay the appropriate fees.

AIM: The aim of the Club shall be to promote and encourage the art of flower arranging by the following means.

        Participating in Area events

        Holding of workshops

        Holding of demonstrations

        Dissemination of news from the Area

ADMINISTRATION: The administration of the Club shall be vested in the Officers and Committee.

The Officers shall be: President, Chairman, Vice-Chairman, Treasurer, Secretary, Trading Officer and Programme Secretary plus auxiliary committee members who are fully paid up members.

The Chairman shall preside at all Committee meetings.  If absent, the Vice-Chairman will preside.

The Chairman will have the casting vote.

All Officers will be elected annually by the membership.  Nominations shall be obtained and lodged with the Secretary before the AGM and must be proposed and seconded by Club members.

Three years shall be the length of office for Officers and Committee members under normal circumstance.

All Officers and Committee will start their term of office at the AGM.

The Committee will meet monthly to discuss Club business.

The Chairman and Committee have the power to co-opt as appropriate.

All Committee members have voting rights regarding the business of the Club

The Chairman and Committee may set up sub-committees as appropriate.

The Committee will  be deemed to be quorate providing there are at least half the Committee, plus one in attendance.  Those attending shall include at least three Officers of the Club.

The AGM of the Club shall be held annually at the February meeting, or as determined by the Committee.

Special meetings may be called at any time to deal with a specific urgent matter as deemed appropriate by the Chairman.

FINANCE: The Chairman will delegate financial responsibility for the Club to the Treasurer.  The Treasurer will inform the Committee monthly and the membership annually as to the Club's viability.

The Committee will decide the annual membership fee and visitor's fee.

The annual membership fee shall commence in February each year.

At or after the September meeting any person wishing to join the Club may do so at half the annual fee.

A refund of a visitor fee will only be made if the visitor becomes a member at that meeting.  All members are liable to a surcharge, at the discretion of the Committee, in the event of special demonstrations.

Parking fees shall be reimbursed to Committee members attending meetings/events on behalf of the Club.

Any profit or donations received, as a result of Club acitivities shall be handed to the Treasurer to be included in Club funds.

The accounts of the Club shall be audited prior to the AGM.

AMENDMENTS TO THE CONSTITUTION: The Constitution may be altered by a minimum two-thirds of the votes at an AGM.  Notice of any proposed amendment to the Constituion shall be put in writing to the Secretary no later than two weeks prior to the AGM.

DISSOLUTION: The Club may disband if 75% of the votes are in favour.  Disposal of assets shall be decided by the Committee with reference to NAFAS if appropriate.
